Aim
ARTICLE 1- (1) The aim of this act is to regulate the establishment, functions, competence, working procedures and the guiding principles of the Committee on Equality of Opportunity for Women and Men (Committee) of the Grand National Assembly of Turkey to be established with a view to monitoring the developments in Turkey and in the international arena concerning the protection and improving of women’s rights and promoting equality between women and men, informing the Grand National Assembly of Turkey about these developments, debating issues referred to the Committee as main or secondary, and if asked for, submitting opinion to main committees on the bills and decrees having the force of law submitted to the Grand National Assembly of Turkey.

Establishment of the Committee
ARTICLE 2- (1) The number of the members of the Committee shall be determined by the Plenary of the Parliament upon the proposal to be made by the Board of Spokesmen of the Parliament. The political party groups and independent members shall be represented in proportion to the relative number of their seats in the Parliament except vacancies.
(2) In the selection of the members of the Committee, the priority shall be given to the female Members of Parliament and to the Members of Parliament who are specialised in the field of human rights.
(3) Two elections shall be held in a legislative term for the membership of the Committee. The term of both elected members is two legislation years.
(4) The Committee shall elect one chairperson, two vice-chairpersons, one spokesperson and a secretary according to the proportion of the political party groups. This election is carried out by the secret vote of the absolute majority of those present in the Committee gathered by the absolute majority.

Functions of the Committee
ARTICLE 3- (1) Functions of the Committee are as follows:
a) To debate issues referred to the Committee as main or secondary. To examine, upon the request of the Speaker or if asked for, the compliance to the Constitution of Republic of Turkey, international developments and obligations on the subject of the equality between women and men of the bills and decrees having the force of law submitted to the Grand National Assembly of Turkey and to submit its opinion on them to the main standing committees.
b) To prepare an evaluation report at the end of every legislative year regarding the developments in promoting equality between women and men and the activities of the Committee, and to submit it to the Grand National Assembly of Turkey.
c) To monitor the developments in other countries and international organisations regarding promoting equality between women and men and, if needed, to conduct surveys abroad and to inform the Grand National Assembly of Turkey about these developments.
ç) To provide the necessary information and documents regarding the activities of the Grand National Assembly of Turkey about the equality between women and men.
d) To determine the amendments and arrangements in order to harmonize the provisions on the equality between women and men and women’s rights of international treaties to which Turkey is a party with the Constitution of Republic of Turkey and other national legislation.
e) To consider the applications referred by the Presidency of the Grand National Assembly of Turkey related with the claims on the violation of the equality between women and men and discrimination based on gender, and to forward them to related authorities, if needed.
f) To carry out activities to inform the public about the equality between women and men.

Competence of the Committee
ARTICLE 4- (1) The Committee has the competence to request information from the public administrations within the general administration and the real and legal persons through obeying procedures prescribed in laws and to convoke and to get information from their staff.
(2) The Committee may benefit from the studies of public body and institutions, universities, civil society organisations and public professional organisations which are in the field of the function of the Committee.
(3) The Committee may, if needed, consult relevant experts. It may carry out its duties out of Ankara.

Working procedures and guiding principles of the Committee
ARTICLE 5- (1) The Committee shall convene with, at least one third of the total number of its members and shall take decisions by absolute majority of those present; however, the quorum for decision can, by no means, be less than a quarter plus one of the total number of the members.
(2) The Committee shall submit its annual activity and evaluation report to the Presidency of the Grand National Assembly of Turkey. This report may be put on the agenda of the Plenary upon the proposal of the Board of Spokesmen and may be debated on it.
(3) The Committee report shall be forwarded to the Prime Ministry and related ministries by the Presidency of the Grand National Assembly of Turkey.
(4) The Committee shall inform the applicant about the process and the result of the application within three months following the date of the referral related with the applications referred by the Presidency of the Grand National Assembly of Turkey.
(5) Expenses incurred at home and abroad for the activities of the Committee shall be covered by the Grand National Assembly of Turkey according to the Act on Travel Allowance numbered 6245, upon the decision of the Committee and approval of the Speaker.

The Rules of Procedure to be applied
ARTICLE 6- (1) For the activities of the Committee, the provisions of the Rules of Procedure of the Grand National Assembly of Turkey shall be implemented in case there is no clarity in this Act.
(2) The supervising authority of the Speaker on the committees according to the Rules of Procedure of the Grand National Assembly shall also be effective on this Committee.

PROVISIONAL ARTICLE 1- (1) The political party groups shall notify the Presidency of the Grand National Assembly of Turkey about their candidates for the first election of the Committee on Equality of Opportunity for Women and Men membership within one week following the day of publication of the Act in the Official Gazette. The elected members shall be on duty till the end of the 23th period of the Grand National Assembly of Turkey.

Entry into force
ARTICLE 7- (1) This law shall come into force on the day of publication in the Official Gazette.

Implementation
ARTICLE 8- (1) The provisions of this law shall be implemented by the Speaker and the Council of Ministers.
