Participants will consist of parliamentarians, officials, academics, experts, and representatives of non-governmental organizations and the media.

Participants to be invited include:

• 500 participants from TURKEY (Members of Parliaments, officials, NGOs, academics, public or private sector experts and researchers);
  
  
• From abroad (except for PUIC member countries), 20 persons, including academics, researchers and officials;
  
  
• 250 participants from PUIC member countries: From each, the budget committee (or equivalent) chairperson and 2 committee members (if there is a Court of Accounts or similar structures in the country, 1 person shall participate in the conference from this institution, instead of 1 committee member) plus 1 committee official and 1 academic person. (50 x 2 = 100 deputies, 50 x 1 = 50 persons of the Court of Accounts, 50 x 1 = 50 committee employees and 50 x 1 = 50 academic persons).
  
  
• 20 participants from observers of PUIC and NGOs which have been involved in budget issues in more than two PUIOC member countries.
