CV OF MR. KÖKSAL TOPTAN

SPEAKER OF THE GRAND NATIONAL ASSEMBLY OF TURKEY

• Mr. Köksal Toptan was born in Rize in 1943.
• He completed his primary, secondary and high school education in Zonguldak.
• He graduated from the Faculty of Law of University of Istanbul in 1966.
• He worked as a lawyer practicing in Zonguldak.
• He served as a member of Zonguldak Municipality Board.
• He completed his military service in Sarýkamýþ as a military judge.
• In the general elections held in 1977, he was elected as the Deputy of Zonguldak from Justice Party (AP). He served as the Chairman of the High Board of Honor of Justice Party.
• In 1979, he served as the Minister of State in the Government formed by Mr. Süleyman Demirel.
• After the military intervention on 12 September 1980, he worked as a lawyer.
• In the by-elections held in 1986, he was elected as the Deputy of Zonguldak from True Path Party (DYP).
• Mr. Toptan, in the general elections held in 1987, was re-elected as the Deputy of Zonguldak and served as the Deputy Chairman of the Party Group in the Parliament. He also worked as a Member of the General Administrative Board for two subsequent terms.
• In the general elections held in 1991, Mr. Toptan was elected as the Deputy of Bartýn from True Path Party. He became Minister of National Education in the coalition Government formed by True Path Party (DYP) and Social Democrat Populist Party (SHP).
• Mr. Toptan served as the Minister of Culture in 1995 and was re-elected as the Deputy of Bartýn in the general elections held on December 1995.
• On 3 December 2002, Mr. Köksal Toptan was re-elected as the Deputy of Zonguldak from Justice and Development Party (AK Party). He served as the Chairman of Justice Committee of the Grand National Assembly for two terms.
• Mr. Toptan was re-elected as the Deputy of Zonguldak on 22 July 2007.
• Mr. Köksal Toptan was elected as the Speaker of the 23th term of the Grand National Assembly of Turkey on 9 August 2007.
• Mr. Toptan is married to Mrs. Saime Toptan who retired from Court of Cassation. They have 3 children.
• Mr. Köksal Toptan is the author of two publications: The Institution of Income in Turkish Law and Taxation of Agricultural Earnings.
• Mr. Toptan is a Founding and Administrative Member of the Foundation on Cardiovascular Diseases and Heart and Lung Transplantation, Third Sector Foundation of Turkey, Topaloðlu Foundation, Founding Member of the Turkish-Japanese Foundation, Founding Member and Chairman of the Board of Administration of Türkiyem Foundation.
